Energy cost allowance 2022/2023 for students

Students aged 21 or over who face money problems due to the emerging energy crisis can apply for the energy cost allowance until 1 July 2023.

Further conditions 

  • You are following an MBO, HBO or WO course and have been enrolled in the course for at least 6 months;
  • You live in a self-contained unit of accommodation in Maastricht;
  • You are registered in the Basisregistratie Personen – BRP (Personal Records Database) of the municipality of Maastricht;
  • You have your own energy contract under your name;
  • Your income is below 120% of the social minimum that applies to you; 
    Please note: also include the maximum amount you can borrow from DUO to live on.


Your income must not be over 120% of the bijstandsnorm (social assistance standard) applicable to you. If you have a partner, we will take your joint income as the starting point.

No previous (energy)allowance 

You are no longer entitled to the allowance if you have received an allowance before, or if you/a flatmate received a previous (regular) energy allowance.

What is a self-contained unit of accommodation?

A self-contained unit of accommodation is a multi-room dwelling that you rent as a whole. More than one person may live in it. 

Is a one-room flat or studio also a self-contained unit?

We also count a one-room flat (usually a studio) as a self-contained unit. In a one-room flat or studio, you can live, sleep and cook in one space. There is also a separate area for shower and toilet.

Maybe you live in a one-room flat but don't have your own energy contract. If you are a student and want to apply for the allowance, you must attach a document showing that you pay a monthly amount to your landlord for energy costs.

Please note: You cannot get the allowance if you rent a room (room rental agreement).

I am under 21 and not entitled to the energy allowance for students. Is there anything else for me?

On Noodfonds energie | Gemeente Maastricht you will find information about the energy costs emergency fund for households of Gemeente Maastricht (the municipality of Maastricht). The fund is meant for residents who face money problems due to the energy crisis, but cannot get other help such as the regular energy allowance or the allowance for students. Please note: additional conditions apply for young people aged 18 to 21. Please read the conditions carefully.

What are the standard income amounts?

When determining your income, we always include the maximum amounts (as of 1 January 2023) you can borrow from DUO to live on. This applies to both Dutch and foreign students.

I am studying in Maastricht for less than 6 months; can I still apply for the allowance?

As a student you must be enrolled in a WO, HBO or MBO course for at least 6 months.

You cannot get the allowance if you study for a shorter period and therefore only stay in Maastricht for a little while.
